Foreign Debt and Youth

What is the role of youth towards the problem of the foreign debt in our countries?

In the drawing (published in the Clarin Daily), joking it is said: "Mr. Fleming, the Argentineans say that the foreign debt can be compromising for the future generations, therefore they send a new negotiator".

The "new negotiator" is a youth. I think that it can be a good idea, less than a joke, do not? :-)
